“YELIMAY” (Semipalatinsk)

The Asian cup competitions in some principal aspects differ from the similar European tournaments. In both, the Asian Ñhampion's Ñup (ACC) and the Asian Cup Winners Cup (CWC) the competition is divided by the AFC into two zones: Eastern zone and Western & Central zone. In the ACC only two initial stages, regarded as rounds, are held on a "home - away" basis. Afterwards, four best teams of each zone play each other once at the quarterfinal stage, held in a country, one of the remaining teams represent. The best four survive to compete in the semi-finals, hosted, as well as the final and 3rd place game by a country, one of the semi-finalists represent. On the semi-final stage Western zone quarterfinal group winner plays Eastern & Central zone runner-up and vice-versa.

In the CWC three stages are held on a "home - away" basis. The first and the second are regarded as stages, and the third - as quarterfinals. The final four matches are held in one country, likewise the ACC. Until the final, teams play only teams of their zone. The ACC and the CWC winners meet each other twice (home and away) for the Asian Super Cup. Its winner takes part in the world club championships. Teams of former USSR republics have been participating in the Asian cup tournaments since 1994, the year of XIV ACC and V CWC. In the debut season for the teams representing post-USSR, qualifying tournaments for the teams of Kazakhstan and Middle Asia was organised by the AFC. Only group winners proceeded to the second round. Since 1995 all teams of Kazakhstan and Middle Asia were allowed to advance to the tournament without preliminary match ups, but were conditioned to play each other in the first rounds.

 

In XV CAC season FC "Al-Nassr" (Saudi Arabia) arrived to Semey for the second leg match versus "ELIMAY". However, Al-Nassr refused to play. Moreover, "ELIMAY", following FAIR PLAY motto, had no objections regarding the match, despite 5 hour delay of the visiting team. 20000 spectators were waiting for the match to start at the stadium for 5 hours. The air temperature was -15. Disregarding all this Al-Nassr failed to appear on the pitch, but proposed the match to be played the next day. The AFC delegated the authority to decide the matter to the home side. Taking into consideration the fact that till the moment "ELIMAY" had twice agreed to delay match time scheduled, they denied the latest proposal to play the next day. The match was not played. 0:3 technical defeat was to be imposed against a visiting team, that had arrived to play the match, but refused to do so, pursuant the CAC Regulations. Furthermore, one-year disqualification jointly with $10000 fine was the disciplinary measure to be applied. The AFC, however, contravened the provisions of its own Regulations, and imposed no sanctions against Al-Nassr. In addition, the decision was made to consider the match result 0-0. By doing so, the AFC allowed Al-Nassr to advance to the next round, taking into consideration its 1-0 first leg home win. The appeal of the home side was denied!
