was born in 1962. He graduated from Almaty State Medical Institute and Adilet High School of Law. He is a Doctor of Medical and Economic Sciences. Speaks English. Mr. Aliyev has a diplomatic rank of Envoy Extraordinary and Plenipotentiary of First Class.
From 1986 to 1993 Mr. Aliyev conducted academic research activities. In 1993-1996 enterprise activity. In 1996-1997 he was posted as the First Deputy Head of the Main Tax Police Division at the State Tax Committee of the Republic of Kazakhstan. In 1997-1998 – Head of Division at the Tax Department of Almaty, and later – Director of the Tax Police Department at the Ministry of Finance of the Republic of Kazakhstan. In 1998-1999 – First Vice-Minister – Chairman of the Tax Police Committee at the Ministry of State Revenues of the Republic of Kazakhstan. In 1999-2000 Mr. Aliyev was posted as Head of Almaty city and regional Department of the Committee on National Security. In 2000-2001 – First Deputy Chairman of the Committee on National Security of the Republic of Kazakhstan. In 2001-2002 – Deputy Head of the President’s Security Service of the Republic of Kazakhstan. Since 2000 – President (pro bono) of the Football Union of Kazakhstan.
2002-2005 – Ambassador Extraordinary and Plenipotentiary (Resident) of the Republic of Kazakhstan to the Republic of Austria; Ambassador Extraordinary and Plenipotentiary (Non-Resident) of the Republic of Kazakhstan to Slovenia, Croatia, Macedonia, Serbia and Montenegro; Permanent Representative of the Republic of Kazakhstan to the international organizations in Vienna.
July 2005 – First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.
August 2005 – Special Representative of the Republic of Kazakhstan to the OSCE.
