the Football Union of Kazakhstan on Licensing of football clubs
of the Republic of Kazakhstan according to the UEFA standards".
On 31 of July by the UEFA Administration was accredited
“The Instruction of the Football Union of Kazakhstan on Licensing
of football clubs of the Republic of Kazakhstan according to the
UEFA standards". We offer to your attention the official accreditation
confirmation, received from the Chief Executive of UEFA Gerhard
Aigner and the UEFA Senior Manager Marcel Benz on 11.08.2003.

UEFA Club Licensing – Accreditation national licensing manual
We refer to your National Licensing Manual submitted to us for accreditation
in March 2003 and subsequently revised according to our comments
and remarks and submitted to us again for fast review on 25.07.2003.
The document has been subject to careful examination and analysis
by the UEFA administration.
The accreditation covers the criteria coming into force, according
to your manual, in the 2004/2005 and 2005/2006 season.
The accreditation of those criteria that will be implemented from
the 2006/2007 season onwards will follow at a later stage and will
be communicated by UEFA in due time.
Based on this examination, we hereby confirm that your national
licensing manual contains all the minimum mandatory criteria defined
in the UEFA Club Licensing Manual Version 1.0 and this is thus accredited
by UEFA.
Please note that any changes to your national licensing manual
will have to be communicated to UEFA for new accreditation before
they can be implemented.

Seminar for Kazakhstan doctors
On
May 21-22 in Almaty was held a seminar, dedicated to the activity
of the football teams' doctors. The course program was including
the following issues: epidemiology, the risk assessment; muscles
injuries; nutrition; pharmacology in football; injuries of children
and adults; joint angles injuries; shoulder injuries; doping; knee
injuries; rehabilitation.
The lectures for the Kazakhstani specialists were represented by
the Danish doctor Morgens Krutzfeld - Member of the UEFA Medical
Committee and the Principal Doctor of the National Team of Denmark:
"I'm very honored to be here. Our courses are the part of the
UEFA program of exchanging experience and introduction to the specialists
some new technologies in sports medicine. Last year I was leading
such courses in thirteen countries.
I 'm very impressed by the professional level of your doctors and
by the level of our discussions. I think we've done a great and
productive work. Another important point is that the Kazakhstani
doctors have had a chance to discuss altogether the questions they
were interested in".

Topkin, the masseur of the National Team of Kazakhstan:
"The program of course was very interesting and intensive.
It captured the questions that the Kazakhstani doctors always have
to deal with. I would like to stress out several key moments of
the seminar. For instance, the quality of the game and the risk
for football players to get an injury directly depend on a quality
of a football playing field surface. As you know, this is very important
for us. Very often coaches are more interested in results and don't
let the players to heal their injuries completely and allow them
to play when they are not restored well.
Also I would like to say that we have high qualified doctors as
well and their questions had frequently surprised our Danish guest.
He appreciated them so much. I think that our football will only
have benefits when our coaches will start to consult the team doctors
and have a close collaboration with them".
From
June, 16 till June, 29 in Dublin (Ireland) will be organized
XI World Special Olympic Games. The sportsmen of Kazakhstan, including
the football players, will also be participating in these games.
The Football Union of Kazakhstan has decided to support local football
players, and on February, 27-th at the office of The Football Union
of Kazakhstan the young sportsmen were given gifts: football equipment
and balls.
Tlekbek Akpayev, the vice-president of the Football Union of Kazakhstan
says: " It is very pleasant for us to work with the "
Special Olympics Kazakhstan " - the organization, propagandizing
sports among people with disabilities. We are glad that we can make
our contribution to this movement. We wish our team good luck at
the games in Dublin. Guys, love football, football - is the ambassador
of peace, it unites people. Remember, that the Football Union of
Kazakhstan works for you as well, in order to make you feel like
high-grade representatives of the Kazakhstani sports ".
Asylkhan Samratov, the chairman of the Republic's council "
Special Olympics Kazakhstan" says: " I would like to thank
the Football Union of Kazakhstan for the attention to our movement.
This organization was the first one that decided to support us;
I hope that it will become an example for other sports federations".
March, 22-24 in Almaty was held the seminar
for referees and inspectors. The member of the Referee committee
of UEFA, the FIFA instructor of the rules of the game and refereeing
methodic, Alexey Spirin is invited to participate at the seminar.
The Russian arbitrator, well known in the past, will read a course
of lectures for the referee and inspection bodies of Kazakhstan.
After the theoretical course for referees, the practical lessons
will be organized in Almaty, Shymkent, and Taraz and at the district
of Almaty. Totally, there will be involved about 100 referees.
The inspectors by the end of the seminar would have to pass the
exams. Those who will successfully pass the exams would have a possibility
to receive a license, giving them a right to serve matches of the
national championships.

Football Day
This year the Kazakhstan celebrates its 90th
anniversary. The year of Kazakhstan Football birth is 1913 when
it for the first time mentioned in "Russkiy Sport"
newspaper, which was published in Moscow. The same period the
constituent assembly of the Muslim teachers school team was
held. Later the team was named "Yarysh". The same
year, the following first teams were established in Semipalatinsk:
SSC (Semipalatinsk Sports Club), "Yarysh" and "Olimp".
However, the historic sources didn't bring the exact date of
the Kazakhstan Football birth and The Football Union of Kazakhstan
decided to fix the date as 25 April - the date of affiliation
into UEFA.
This celebration year, the Football Union of
Kazakhstan made a present to all Kazakhstan football fans. The
Union, in collaboration with "Khabar" Agency and "Samsung
Electronics", the general sponsor, have worked out the
project, which provides the organization of the national championship
matches broadcasting. There will be the broadcasting of one
match of the championship every round. The Memorandum of Cooperation
was signed on 22 January in the Football Union of Kazakhstan
office.

Championship was represented at the press conference dedicated
to Memorandum signing.

November, Mr. Lennart Johansson accompanied by the delegation
honored Kazakhstan with the official visit. Per Ravn Omdal, the
UEFA Vice-president, Markus Studer, the Deputy CEO and Jeu Sprengers,
the UEFA treasurer were the delegation.
The visit is the sign UEFA pay much attention to Kazakhstan. Last
season the clubs debuted at UEFA club competitions. Next year
the national youth teams will take part in qualifying rounds of
U-19 and U-17 Competitions. The national women team will start
at the Continental Competitions. All these events will be of benefit
for improving Kazakhstan footballers' skills.
In Almaty the delegation had the meeting with Oralbai Abdykarimov,
Kazakhstan Republic Senate Chairman, as well as Victor Khrapunov,
Almaty City Mayor. Moreover, the last day of the UEFA delegation
visit there was a Reception on behalf of Football Union of Kazakhstan
President, Rakhat Aliyev. During the Reception, UEFA President
met with Kazakhstan Football representatives. National Olympic
Committee President awarded UEFA President with Golden Olympic
Award of the Republic of Kazakhstan.
Mr. Johansson said: - The main goal of our visit was to study
the football situation in Kazakhstan, to listen to your opinions
as well as to get introduced with your possible problems. We could
assure Kazakhstan is a full member of UEFA with equal rights and
obligations like other member associations. I'm sure the Kazakhstan
football leaders will do everything for improving the game # 1
in Kazakhstan as well as I hope the Europe will know in future
the names of Kazakhstan footballers. I would say again, Kazakhstan
- welcome to UEFA!
Your country has a good football past and, nowadays, you are re-building
the Kazakhstan football. In this respect, please, pay more attention
to young talents. I know this year Tsesna team finished fifth
in the international tournament in Sweden. And, this means that
you are on the right way. I hope that in 2010 one of the Kazakhstan
club will qualify for final in any of the UEFA competitions!
I guess the future football game will be forwarding and attacking
and players will stop passing to a goalkeeper. It must be noted
that spectators pay money for a nice football. I do believe every
player will keep in mind that it's better to attack that defending.
The referees should be stricter in the way of giving yellow and
red cards. The football is becoming more popular due to women
as they are becoming the main part of the whole football spectators.
